The Chief Financial Officer is responsible for the accounting, budgeting, finance, cash management, revenue cycle including medical billing and medical coding, and supply chain management aspects of the Group Health Cooperative of South Central Wisconsin (GHC-SCW). The incumbent is responsible for ensuring the financial integrity and performance of GHC-SCW in conjunction with the Chief Executive Officer and Board of Directors. This includes financial planning which links the GHC-SCW mission, strategic plan and initiatives; the implementation of important, approved financial decisions such as allocation of capital spending; the guardianship of the organization’s assets, debt management and strategic capital investment.

JOB SPECIFIC MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in Business, or other relevant field. Master’s Degree in Business with emphasis in finance and/or accounting; CPA license, or equivalent combination of education and extensive job related experience.
Minimum of ten (10) years of progressively responsible experience in the area of fiscal management/accounting including at least five (5) years management level experience required. At least five (5) years relevant experience in a health insurance, HMO, physician/medical group practice or healthcare setting required. Experience with a medical group is desirable.
Possession of a valid Wisconsin Driver license with a good driving record. Ability to provide own transportation to travel between sites as required.
Extensive knowledge, abilities and skills in a combination of accrual accounting, statutory accounting, tax accounting, budget and cost accounting, corporate finance, insurance operations and billing, purchasing and risk management.
Strong knowledge of key factors that drive the financial results of insurance companies and medical group /clinical practices. Skill in business and financial planning and management.
Knowledge of laws, rules and regulations related to mandatory financial, compliance and insurance filings.
Knowledge of existing and developing Health Care Reform (HCR) provisions upon individual and group health insurance.
Effective analytical ability in order to develop and analyze options, recommend solutions to and solve complex issues. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
Knowledge of facilities/purchasing/materials management policies, procedures and practices.
Knowledge of the principles and practices of supervision and administration as applied to the management of staff. Good supervisory skills required with ability to provide leadership to staff required. Ability to provide leadership to staff and other stakeholders in a group decision making process required.
