Otter Tail County is seeking a full-time Public Health Director. The Public Health Director/Community Health Services (CHS) Administrator is required to direct and implement health programs, prepare and manage budgets, manage a planning process to identify, coordinate, and deliver necessary services, prepare necessary reports, evaluate programs for efficiency and effectiveness, coordinate the delivery of community health services and other public and private services, and advise the community health board in the selections, direction, and motivation of personnel.
Public health programs focus on preventing diseases; protecting against environmental hazards; preventing injuries; promoting healthy behavior; responding to disaster; and ensuring access to services.
A baccalaureate or higher degree in administration, public health, community health, environmental health, or nursing, and two years of documented public health experience in an administrative or supervisory capacity, or be registered as an environmental health specialist or sanitarian in the state of Minnesota and have two years of documented public health experience in an administrative or supervisory capacity; OR
A masters or higher degree in administration, public health, community health, environmental health, or nursing and one year of public health experience in an administrative or supervisory capacity; OR
A baccalaureate or higher degree and four years of documented public health experience in an administrative or supervisory capacity.

The public health department is a member of the Partnership4Health Community Health Board which is a joint entity partnership with the counties of Becker, Clay, Otter Tail, and Wilkin. The Board is the local Board of Health in accordance with Minnesota Statutes 145A. The Board delegates to each county Board of Commissioners the authority to implement the public health programs within their jurisdiction. Public Health services include: assuring the quality and accessibility of health services, preventing epidemics and the spread of disease, preventing injuries, promoting and encouraging healthy behaviors, protecting against environmental hazards and responding to disasters with assistance in recovery.
The department employs 30 public health staff. The ...staff includes public health nurses, dietitians, and sanitarians, a community health worker, administrative support, and accounting staff.
