County of San Joaquin Seeks TWO Public Health Professionals $171,872 to $208,915Annually DOE/DOQ
The County of San Joaquin is currently seeking TWO dynamic public health professionals:
Assistant Public Health Officer (APHO), to help lead the Public Health Services Department, and oversees the medical and various public health programs and provides public health leadership in the community. This position is very public facing and will act as the Public Health Officer in their absence.
Assistant Public Health Officer/California Children’s Services Medical Director (CCS Medical Director), to oversee the California Children’s Services (CCS) program that provides case management to critically and/or chronically ill children who are unable to afford the cost of their medical care. The Medical Director provides consultation and decision making on medical eligibility into the CCS program and some medical therapy program consultation. While this position does not provide direct patient care, all work involves the care of the child and creates health equity in allowing the family to receive affordable high-level care.
Successful candidates are licensed physicians who have a thorough understanding of public health and a passion for fostering healthy communities. These positions will effectively serve as subject matter experts, and are part of the executive team for the Public Health Services Division for the County of San Joaquin. Both positions will directly interface with County executives, medical professionals, local and state officials, community partners, health and human service professionals and agencies, as well as County residents.
THE JOBS / IDEAL CANDIDATES:
These positions are at-will positions and both embrace PHS’ evolving horizontal leadership style and work closely with other managers across the department as part of the management team. These candidates will “model the way” of staff to experiment with new ways to work across programmatic boundaries. These leadership roles require individuals who know how to gain trust; and know how to trust.
Assistant Public Health Officer (APHO) – the APHO will provide support to the Public Health Officer (PHO) in overseeing Public Health Services (PHS) programs and activities, and ensures that public health laws are complied with at all levels. Division of duties will depend on the individual strengths and expertise of both position incumbents. The APHO is responsible for assessing local community health indicators and working with health providers and community groups to plan and implement strategies to improve community health. This position also provides medical oversight and clinical consultation to PHS staff, including the development of protocols and policies. The APHO assists in disaster preparedness response coordination, represents PHS at the local and state level and may serve in the absence of the PHO as needed. Provide medical consultation to public and environmental health programs in compliance with California Health and Safety Codes and local ordinances.
Assistant Public Health Officer/Children’s Services Medical Director (CCS Medical Director) – This position is usually held by a pediatrician, though not required, and oversees the federally mandated California Children’s Services (CCS) program. This position is less community facing, and more case management focused to determine eligibility into the CCS program for critically and/or chronically ill children who are unable to afford the cost of their medical care. The CCS Medical Director provides consultation and decision making on medical eligibility, provides some medical therapy program consultation, consults with other physicians, and authorizes services based on state and federal regulations. The CCS Medical Director provides direction and consultation as needed to the Child Health and Disability Prevention Program, Childhood lead poisoning Prevention Programs, and the Health Care Program for Children in Foster Care.
Minimum Qualifications for both positions:
Be a graduate from a recognized medical school with a degree of M.D.
Possess a valid unrestricted Physician’s and Surgeon’s license issued by the California Medical Board - OR- possession of a valid unrestricted Doctor of Osteopathy license issued by Osteopathic Medical Board of California – OR - be an out-of-state licensed physician who is eligible for licensure in the State of California.
Demonstrate familiarity with the broad range of specific public health programs in California.
Be able to attend meetings outside of normal working hours and must work on-call to respond to emergency situations during weekends, holidays, and other off-hour shifts.
Master’s degree in Public Health: additional graduate level coursework in Public Health, Epidemiology, Environmental Health, Maternal and Child Health, or closely related field.
Board certification in General Preventative Medicine/Public Health.
