The incumbent is a qualified, experienced Medical Technologist that serves as the Pathology and Laboratory Medicine Service (P&LMS) Ancillary Testing Coordinator (ATC) in a busy, diversified clinical laboratory at its full performance level at the Michael E. DeBakey VA Medical Center (MEDVAMC). Applies new scientific/technological developments and theories to ancillary testing, laboratory testing and complex laboratory testing issues. Assists in assessing operating costs and budget with regards to the ancillary testing services that are preformed outside the main laboratory. Writes reports/summaries on topics concerning these ancillary tests and the corresponding quality management of these point of care devices that the ancillary testing is performed on, as well as, analyzing the corresponding historical data and trends. Assists Laboratory Management and Chief, P&LMS in long-range planning of prospective changes in ancillary testing function(s) or program(s) with periodic review, evaluation, and if necessary, adjustments of long-term goals and objectives. Assists in the planning, implementation, and coordination of the service quality control program. Ensures participation in acceptable proficiency testing from external sources in all areas of P&LMS testing to include tracking of specimens and ensuring results are sent in the appropriate time frames. Responsible for quality assurance activities in all sections of the service and activities at all point-of-care testing sites. Assists Laboratory Management in monitoring initial orientation and training of staff and student technologists with medical technology/clinical laboratory scientist programs (1 - 4/year). Communicates effectively and courteously while working as a healthcare team member. Provides excellent service as defined by the customer (healthcare providers, patients, and others). Gives direction and guidance using underlying principles of ancillary testing. Coordinates ongoing training for Section Supervisors and staff in statistical quality control analysis to include steps encountered in the pre-analytic, analytic, and post-analytic phases of laboratory testing. Develops and recommends policies and procedures for the procurement and service requirements for ancillary testing. Develops and coordinates training for Section Supervisors in Performance Improvement as defined by the Clinical and Laboratory Standards Institute (CLSI). Ensures that all appropriate ancillary testing policies and procedures are written, maintained and current for a comprehensive Performance Improvement Program(s) designed to monitor and evaluate the overall ancillary testing performed at the MEDVAMC and CBOCs. Evaluates the quality of ancillary testing and laboratory services through inspections and review of reports and data. Assures compliance with Performance Improvement and proficiency testing programs, accreditation standards, and agency policies. Organizes work and sets priorities to meet deadlines. Plans, implements, and coordinates with Medical Center Quality, Safety and Value Office to ensure all P&LMS Joint Commission standards are met, monitored, and maintained. Provides training of staff who will be performing ancillary testing, as well as ongoing monitoring and training as needed in order to ensure continuing compliance is meet. Provides authoritative representation and interaction with cooperating or affiliated universities or colleges, resource organizations, and state and federal officials in order to coordinate ancillary testing, program goals, objectives, and policies. Performs other duties as assigned by the Laboratory Manager and/or Chief, P&LMS.
